Concept.

Value engineering review of existing SATOUR project for the municipality of San Juan. The review was oriented towards optimizing the route of the tramway, operation of the system, integration with other mobility modes, and impact on the budget of the municipality.

Approach.

A steering committee was set up to review the important elements of the original project as was presented in an RFQ. The idea here was to lower the overall cost of the project, originally at close to 400 million dollars, excluding 5 parking buildings for 5,000 cars and expropriations associated with the route of the tramway. Furthermore, there was concern with the reach of the project. It excluded major traffic arteries in the San Juan areas such as Ponce De Leon Avenue, and did not include an integration plan with other public transportation modes such as the bus, taxis, etc.

A community outreach activity was set up to obtain feedback from the communities with respect to needs assessment, routing, pricing policies, and convenience of route location.

Outcome.

A thorough review was performed on the existing project. Engineering evaluations were done on the route,the operation,the project reach,pricing,etc. A final report was written to the municipality executives.

Project Highlights.

  • Connects Tren Urbano's Sagrado Corazon station with the Old San Juan
  • Covers a total of 5.3 miles with 12 stations
  • Potential catalyst for urban and economic renewal along the Alignment
