Raul G. Gaya Nigaglioni |
President

Raul G. Gaya is the President of JR Technical and Development Group.  He has been a professional engineer for more than 40 years, with experience in transportation, project management, civil and structural engineering, and environmental permits, audits and impact declarations.  He has orchestrated health seminars and training for safety in the workplace.  Strategic relationships with international firms have produced several large infrastructure projects in Puerto Rico, such as a feasibility study for an urban intra-transit system, a preliminary design for a mass transit system and a tourist train, and a compressed natural gas energy alternative for the north coast.

Mr. Gaya’s successful professional trajectory includes the pharmaceutical industry, and the municipal and federal governments. He consults for state agencies such as the Puerto Rico Road and Highway System, the Department of Transportation and Public Construction, and the Environmental Quality Association. He has worked on billions of dollars’ worth of infrastructure projects.  He has sought European groups interested in developing a train system within Puerto Rico, and has developed a master plan for the administration of the water supply for the Island.

Additional projects of Mr. Gaya’s are the structural designs of 20 vertical gymnasiums  for Venezuela, the Guaicamacuto and Caribe Hotels, the La Rinconada Baseball Stadium, Sams Club construction atop a marsh, and the expansion of the Wal-Mart Supercenter in Humacao.  He has designed and managed the construction of 6 aqueduct and sewer projects, the Hernandez Airport Rescue and Fire Prevention Unit, and the La Familia Pawn Service chain.

Raul Gaya received his chemical engineering degree from Northwestern University.  He is affiliated with the Puerto Rican College of Engineers and Surveyors and the Chamber of Commerce.  He has written many technical documents, and has also been involved with the U.S. Chamber of Commerce and the French Alliance of Puerto Rico.

Mrs. Luz Eneida Torres (Neida) has more than 12 years of experience as a business owner with expertise in planning and management. Mrs. Torres is a leader in business development, negotiations and financial analysis. She is active in professional organizations where she has provided leadership in the education of business development management. Mrs. Torres is results oriented with extensive sales experience, marketing management skills, and a proven history of team building for successful outcomes, with outstanding delivery and goals achievement capability.

Mr. Jose R. Gaya has extensive experience as a structural civil engineer and is also a seasoned project manager.  His professional work comprises building construction and the structural design, diagnosis and repair of systems.  He has worked with concrete buildings, tunnels, pools/fountains and residential complexes. He was a structural consultant for the BASF Construction Systems. Jose has held the positions of President of Building Material Preservation Technologies, Inc. and Vice President of JR Technical and Development, Inc., leading the structural engineering division.

Mr. Gaya’s work in structural design projects has taken him to the Federal Department of Transportation, the La Rinconada Baseball Stadium, the rehabilitation of the Guaicamacuto and Caribe Hotels, bridges in Nicaragua, and a heliport in San Juan, Puerto Rico.  He has done seismic modifications, parking structures and recreational facilities development, and housing and commercial projects. His company performed the structural design of vertical gymnasiums for 20 Venezuelan cities. His construction work has included budgets from $300,000 to $67 million in production costs.  Jose has a high expertise in the preparation of proposals for construction management and structural design projects.

Jose has a Master’s Degree in Civil Engineering from Cornell University.  He graduated Cum Laude from the Polytechnic University of Puerto Rico, with a degree in Civil Engineering.  He also attended the U.S. Air Force Academy, where he received a Citation for Excellence in Aviation.  Among other affiliations he belongs to the American Institute of Cement, the International Institute of Cement Repair, and the American Society of Military Engineers.

Mr. Gaya has given professional seminars on structural reparation and retrofits.  He has mastered numerous Structural Analysis Programs, including the LARSA, the ETABS and the Mastan.  In addition to his high level professional activities, he has made time to serve as President of the Youth Commission, and Vice President of the Energy Commission, for the Puerto Rican Chamber of Commerce, and has led a humanitarian mission to Haiti.

Charles A. Gambaro |

Except for a short sojourn providing daily strategic guidance for best project management practices as a Colonel in the U.S. Army’s Operation Iraqi Freedom, Charles Gambaro has worked consistently for NASA in various high-level positions. He has most recently been a Senior Project Manager for the Kennedy Space Center’s Ground Systems Development and Operations Program, working on all aspects of the Vehicle Assembly Building modifications. He prepared monthly project status reports as well at various Facilities, including Rotation Processing and Surge, Assembly and Refurbishment, Parachute Refurbishment, and many others. His numerous projects were designed and implemented under budget and well within schedule. Prior to the project management position, he was Infrastructure and Engineering Group Lead of the Cape Canaveral Spaceport Management Office. Here he coordinated activities within the areas of engineering services with all NASA and AF customers, determining needs and technical requirements of customers so as to provide cost estimates and technical evaluations.

While Mechanical Group Lead and Technical Assistant to the Office Chief, Mr. Gambaro provided engineering expertise on large complex facilities and systems, managing approximately $22 million in projects. He assured proper consideration was given to intended use of facilities and systems as long-range, 5-year mission plans were developed. He maintained contact with NASA Headquarters and other Centers, and was the Senior Lead Design Engineer for the Space Experiment Research and Processing Laboratory. This project and many others required knowledge of all mechanical, civil, architectural and electrical engineering disciplines. His work was underlined by consistent participation in Continual Improvement activities.

As Program Manager for the Construction of Facilities Program at the Kennedy Space Center, he provided planning guidance, program integration and project management while supervising a $48 million budget. He interfaced with engineers and management officials across various NASA Centers, government agencies and private industries, ensuring that requirements for facilities and systems were satisfied and funded.  As Manager of GSE and Facilities for the Space Station Management and Integration Office, he was responsible for design and development for full operations. He had begun his association with NASA as Facilities Project Manager.

Mr. Gambaro is proficient in Spanish and English.  He has received numerous awards and honors including NASA Sustained Superior Performance Awards and the NASA Special Award of Recognition.  He is a Certified Federal Government Project/Program Manager.  Mr. Gambaro attended the University of Puerto Rico and received his degree in mechanical engineering.
